Mildred Seals Wiggins is a native of Alexandria, Louisiana. She is the oldest daughter of W.B. Seals and Nettie Mae Seals Jones. Mildred moved to Buffalo in 1947 with her father, step-mother, brothers and sister. She attended Buffalo Public School 12 and graduated from Hutch-Tech High School. She met her husband Raymond Wiggins following graduation and the couple married in 1953.
