Reginal Spiller is a seasoned businessman with 30 years of Oil and Gas experience. He has worked 10 years US domestically and 20 years internationally in exploration and production; on shore and off shore; government and industry; with major oil company and independent oil company experience. He has worked in over 50 countries in some of the worldââ?¬â?¢s most prolific basins and in some of the worldââ?¬â?¢s most difficult places.
Currently he is The Chief Operating Officer for Allied Energy which is a minority owned Houston ,Texas headquartered oil and gas company conducting international exploration and production activity primarily in West Africa. Allied Energy is the first indigenous company to begin production from the deep water in the Niger delta where they and their partner Eni began producing commercial hydrocarbons from the Oyo field which is expected to contain over 50 million bbls of oil. He is also the principle energy advisor to Osyka Corporation which is one of the oldest African American owned domestic exploration and production companies in America with primary activity in Texas, Louisiana and Mississippi. In January 2010, Mr. Spiller was appointed as Honorary Consul General to the country of Sierra Leone where he will serve primarily promoting US investment in the country. He was appointed by the Minister of Foreign Affairs of Sierra Leone and advised of the appointment by the Ambassador to the United Sates, Mr. Bockari Stevens.
Previously he was the co- founder of Frontera Resources where he served as Executive Vice President. The Company has had activity in the Central Asia, South America and Eastern Europe. As a senior executive for 14 years, he managed all technical activity on behalf of the company and was charged with the responsibility of the start up of operations in the Republic of Georgia and Azerbaijan where through his management, production increased from 2800 bbls per day to over 6000 bbls per day in a16 month period.
Mr. Spiller became a member of the National Academy of Scienceââ?¬â?¢s Energy Resource Board in 2004 where he served for two terms. In January 2010 he was appointed to the Academyââ?¬â?¢s Board on Earth Science and Resources which works in collaboration with scientist from Government, Academia and Industry in affairs that affect the federal government. One of the focuses of the board is to address the aging of the current geosciences workforce and the lack of enrollment at the undergraduate and graduate levels in Petroleum Engineering, Mining Engineering and the Geosciences. In addition he previously served on the American Association of Petroleum Geologist (AAPG) diversity subcommittee, which is a group that is actively involved with seeking minority and women in the geosciences. He is also a founding member and Past President of the National Association of Black Geologist and Geophysicist, (NABGG) a technical organization that is in partnership with AAPG promoting earth sciences through mentoring and scholarship to minority and female students. He has served as a board member to AAPGââ?¬â?¢s Washington office and recently served as an AAPG/NABGG guest lecturer. He is a current member of the Penn State College of Earth and Mineral Science GEMS board and is an advisory board member to the department of Geoscience.
Prior to joining Frontera, Mr. Spiller was the Deputy Assistant Secretary for Gas and Petroleum Technologies at the U. S. Department of Energy. At the time, he was the highest-ranking geologist in the administration and was the first petroleum geologist ever to hold the position. He took office on December 14, 1993 and completed his term on March 22nd 1996. This office was part of the Departmentââ?¬â?¢s Fossil Energy Program responsible for the development and demonstration of advanced technologies for natural gas, petroleum exploration, production and delivery. He managed a $400 million dollar R and D budget that supported gas and oil research conducted at the National Labs as well as from the DOE energy centers. He was responsible in partnering industry and government in this effort. While at DOE he co-founded Fossil Energyââ?¬â?¢s Mickey Leland Summer Internship program which was a engineering and geosciences focused , energy related effort , that targeted Historically Black Colleges technical talent for entry into the federal government.
Prior to joining the Department of Energy, Mr. Spiller was the International Exploration Manager for Maxus Energy Corp. During his five years with Maxus, Mr. Spiller was responsible for identifying opportunities and developing oil and gas exploration and production projects in Africa, Europe, South America, Middle and Far East. He has extensive international experience, having represented the company in projects carried out in Algeria, Indonesia, Denmark, Bulgaria, Egypt, Morocco, Gabon, Angola Madagascar, Ethiopia, Slovakia, Australia, Tunisia, Columbia, Ecuador, Spain, and the United Kingdom. Before leaving Maxus, he also had initiated efforts in Syria, Poland, Yemen, Turkey, Benin, Nigeria and Senegal.
Prior to Maxus, Mr. Spiller was the Offshore Exploration Manager for Primary Fuels, a subsidiary of Houston Industries. Primary Fuels was an independent oil and gas company with production interests in the Permian Basin and in several countries overseas. The company held existing production as well as promising exploration acreage in the Gulf of Mexico. Primary Fuels recruited Mr. Spiller to initiate and supervise all exploration and production activities in the Gulf of Mexico. He provided geologic and geophysical support to other projects developed by the company.
Mr. Spiller joined Primary Fuels from Elf Aquitaine Petroleum where he was Manager for the companyââ?¬â?¢s Southern District. He was responsible for prospect analysis in the Gulf of Mexico, the Louisiana and Texas Shelf, and deep-water tracts. He joined Elf in 1984 as a project leader and responsible for development of an integrated geologic, geophysical, engineering, regional study that focused the company in prospective areas of the Gulf in preparation for the first area wide sales.
Mr. Spiller began his career and spent six years with Exxon USA in Houston. During his tenure with Exxon he worked on shore and off shore. He served a Reservoir Staff Geologist, a Senior Operations Geologist, and an Exploration Geologist. As Senior Operations Geologist, he was responsible for exploration well planning and drilling and the evaluation of Federal waters where he developed extensive experience in abnormal pressure detection and drilling.
He has worked extensively in over 50 countries for both major and independent oil and gas companies and has maintained a technical standard of excellence with an eye for promoting the earth sciences to our community with specific emphasis on students throughout the world.
Mr. Spiller, a native of Olean, New York, is the son of Clarence and the late Lois Easley-Spiller. He has three brothers, Ronald, Timothy and Thomas. Reginal is a graduate of Olean High School and a 1979 graduate of Penn State University. He holds an M.S. in Geology and also holds a B.A.S.S. from the State University of New York in Geology. Mr. Spiller is married to the former Alfreda Harrison and the couple has a son and a daughter, Harrison and Alexandra who both are pursuing technical degrees in the earth sciences.
