Dr. Elmira Mangum

Dr. Mangum received her Ph.D. from the University at Buffalo. She also graduated with honors from the University of Wisconsin-Madison with two master's degrees, one in Public Policy and Public Administration and another in Urban and Regional Planning. But most importantly Dr. Mangum received her foundation and inspiration for service at North Carolina Central University (NCCU), one of the nations historically black colleges and universities, where she graduated magna cum laude with a major concentration in the field of geography. While enrolled at NCCU she served in Washington, DC as the first African American U.S. Congressional Intern from the State of North Carolina. She is also a graduate of the Harvard University Graduate School of Education Management Development Program and the Cornell University Administrative Management Institute.
Dr. Elmira Mangum is currently serving as Associate Provost for Finance and Human Resources at the University of North Carolina, Chapel Hill where she provides administrative leadership that supports the financial, human resources, facilities, and planning issues across the Provostial organization.
A native of North Carolina, Dr. Mangum has held several administrative posts in higher education and management, including the University of Wisconsin-Madison and the University at Buffalo. Immediately before coming to Carolina, at the University at Buffalo, she held the positions of Vice Provost and Associate Provost for Finance. Her history in higher education includes working with students and parents on educational planning through financial management, and she has worked directly with faculty and students in her role as Assistant Dean for Academic Affairs and Financial Management with the School of Management.
Throughout her career, she has been involved with many community and statewide committees from coastal and sea grant programs to regional planning initiatives.
Her career has been dedicated to providing leadership and managerial support to all levels within the university and the community from executives, to faculty, to students, to project directors, and national organizations in strategic planning, operations analyses, policy development, systems design, and process transformation and implementation. Dr. Mangum has also been more directly involved with students through teaching courses in educational leadership and policy, and student mentoring. She has mentored professional staff as well as managed the Professional Staff Senate internship program at the University of Buffalo.
She was chosen by the American Association of State Colleges and Universities as one of 30 rising leaders from across the United States to participate in the first class of the Millennium Leadership Institute. She successfully completed that program in Washington, D.C. in the summer of 1999. She has served on the program committee of the American Association of Higher Education, Summit on Blacks in Higher Education and is a member of the American Council of Education, Network for Women Leaders in Higher Education.
During her stay in Buffalo, New York she was a founding member of the local chapter of the Auxiliary to the National Medical Association, and member of the Board of Directors of the William Emslie YWCA. Other professional, social and religious affiliations include the New York State Organization of Bursars and Business Administrators, the Institute for Research on Women and Gender, University at Buffalo; Zeta Phi Beta Sorority, Phi Delta Kappa, United Way of Erie County Investment Board, the Greater Refuge Temple of Christ, the National Association for Equal Opportunity, the National Association of Colleges and University Business Officers, Tudor Book Club, and the National Brotherhood of Skiers. Dr. Mangum serves annually as a judge in NAACP ACT-SO competition and is also a member of the National Council of Negro Women.
Her colleagues, the Girl Scout Council of Erie County and other organizations across the country have recognized her work, love for children, and community service through awards, speaking invitations, and planning committees.
Making history as the first permanent female president in the institution's 127-year legacy, Elmira Mangum, Ph.D., began her tenure as the 11th president of Florida Agricultural and Mechanical University (FAMU) on April 1, 2014.
