Dr. Overton was born July 28, 1934 in Arlington, Virginia to Alfred and Ruby Taylor. He was educated in Washington, DC Public Schools, graduating from Stevens Elementary, Francis Jr. High School and Armstrong Technical High School. He received a Bachelor of Science Degree from Washington Technical Institute, a Master of Arts degree from Federal City College and a Doctoral degree from Virginia Polytechnic Institute and State University.
Dr. Overton retired as Acting Dean, College of Professional Studies at the University of the District of Columbia. He is a member of Macedonia Baptist Church, Arlington, Virginia and the Omega Psi Phi Fraternity, Inc. Presently he serves as the President of the Nauck Civic Association, Commissioner of the Northern Virginia Juvenile Detention Home, Board member of the Affordable Housing Solutions, Arlington Retirement Learning Institute and the Bonder and Amanda Johnson Community Development Corporation.
Dr. Taylor has been married for 59 years to Delores S. Taylor, a retired DC Public Schools Teacher. The Taylors are the parents of two: Kenneth and Karen; and have three grandsons: Kourtnay, Aaron and Ariel; and two great-grand-daughters: Miya and Maliah.
